Ką reiškia susitikti su meru mūsų visuomenėje?
Mano patirtis šioje srityje nėra labai didelė. Tarybiniais laikais merų paprasčiausiai nebuvo. Teoriškai tuomet miestą valdė taip vadinamas Vykdomojo komiteto pirmininkas, kuriam „patardavo“ Miesto Komunistų partijos komiteto I-asis sekretorius. Taigi, mero posto atsiradimas buvo vienas pirmųjų pasikeitimų, kurie formavo mano sampratą apie Vakarietiškos demokratijos veidą jau 90-ųjų pradžioje. Jau vien merų veidai iškalbingai byloja, kaip Vakarų civilizacija atėjo į mažą posovietinį miestelį.

Labai greitai man teko įsitikinti, kad miesto meras – tai ne vien postas, bet ir žmogus, kad galima su juo susitikti, pašnekėti. Kad ir su pirmuoju meru paveiksliukuose viršuje – mes keletą kartų diskutavome apie menininko ir politiko vaidmenį visuomeninio vizualumo srityje. Man buvo labai aiškiai suformuluota, kad mes – menininkai – darome paveikslėlius, bet jie – politikai – nusprendžia, kokio dydžio jie turėtų būti. Tuomet tai buvo pasakyta apie konkretų Miesto savivaldybės administracijos užsakymą rinkiniui tarpukario merų portretų atlikti, bet ilgainiui aš supratau, kad šis principas taikomas kur kas plačiau.
Kitą merą aplankė tarptautinė menininkų grupė ir pakvietė prisijungti prie naujo socialinio ritualo miesto visuomenei įtvirtinimo. Meras netgi sutiko, bet pažadėjo prisijungti vėliau. Taip ir prasidėjo visa tarptautinė merų čiužinėjimo įgūdžių lavinimo kampanija.
Čia būtina paminėti ir miestų broliavimosi fenomeną, kuris paprastai gimsta iš paprasto fakto, kad vieno miesto meras susitinka su kito miesto meru. Jie spaudžia vienas kitam rankas, užmezga draugystes, keičiasi oficialiomis delegacijomis. Ir galų gale, kai jokių abejonių dėl susibroliavimo nebelieka politiniame lygmenyje, jie apsikeičia ir menininkais. Bet tokiu būdu suręstos menininkų „brolystės“ kaip taisyklė būna labai dirbtinės ir bevaisės. Politikai nenori pripažinti, kad tokia problema egzistuoja, nes tuomet užsiima naujų draugysčių užmezgimu ir nebeturi laiko gilintis į savo veiksmų pasekmes. Taigi, mes pradedame naują iniciatyvą, kad padėtume jiems suvokti problemos apimtis ir pradedame veikti „iš apačios“. Apie tai ir manifestas:
1. Jeigu kokiame nors pasaulio mieste menininkai susitinka ir puikiai jaučiasi, jie privalo apie tai informuoti tos vietos merą.
2. Menininkai privalo būti humaniškesni merų atžvilgiu, nei pastarieji paprastai elgiasi su menininkais – pasikeitimo kultūrinėmis delegacijomis metu menininkai dažniau daro politiką, nei menus. Savo ruožtu menininkai turėtų tikrinti maksimalų politikų laiko užimtumą, nes nei vieni nei kiti nemėgsta laiko švaistyti veltui.
3. Nuo pat iniciatyvos pradžios menininkai rūpinasi merų laiku ir dovanoja jiems pačiūžas oficialių susitikimų metu. Po to, kai visų geriausių vietų merai bus sutikti ir informuoti, bus surengtas Pasaulinis merų čiuožimo įvykis (PMČĮ).
4. Kaip sakė Belfasto miesto meras Alex Maskey: „Politikai ir menininkai turi eiti į priekį, kad žmonės galėtų jais sekti“. Tinkamiausia transporto priemonė ęiam veiksmui – pačiūžos (Martino Zeto pastaba).
5. Jeigu puikios vietos meras atsisako susitikti ir vietoj savęs siūlo vicemerą, menininkas turi atsisakyti susitikimo nes tik aukščiausiu lygiu susitikimas turi prasmę. Bet galimas ir alternatyvus sprendimas: vietoj savęs įgalioti kitą asmenį, kad šis susitiktų su vicemeru ir įpareigotų jį perduoti merui žinią bei dovaną.
6. Jeigu menininkas neturi po ranka atliekamos poros pačiūžų dovanai, jis gali įteikti dovanų juodos lietuviškos duonos kepalą. Tokiu atveju privalu paraginti merą apsirūpinti pačiūžomis oficialiam naudojimui. Jeigu meras nėra puikus čiuožėjas, jis galėtų pasirūpinti treniruotėmis, kad neatrodytų beviltiškai pasauliniame renginyje.
7. Kiekvieną sutiktą merą privaloma registruoti Oficialiame Merų registracijos centre prie ZCCA-Libušine. Prašome atsiųsti vietos pavadinimą, mero vardą ir pavardę, oficialią susitikimo dokumentaciją ir trumpą reportažą apie susitikimo eigą šiuo adresu:

8. Nesvarbu, kad bėgant laikui į mero postus bus išrinkti kiti asmenys – Pasaulinis merų čiuožimo įvykis turi simbolinę prasmę! Mums reikalingi postai, o ne asmenys. Tai yra atstovavimas, o ne Olimpinės žaidynės.

Mayors’ Meeting Manifesto
Then I realized that the head of the city is not only the position but also a person. And there is a possibility to meet him and to talk. For example with the first Mayor in the pictures above we had pretty nice conversations on the missions of the artists and those of politicians concerning visuality. I was told that we – the artists - are making pictures, but they – politicians – are deciding what the size it should take. It was said concerning the set of the photo portraits of the pre-war mayors of Alytus to be commissioned by the City Council.
Here is very important to mention a phenomenon of the brotherhood of the cities. It is usually born from the fact of mayor’s meeting with another city mayor. They are shaking hands, making friendships and then they are exchanging with the official delegations. The artists and other people of culture fields are those to exchange with at the very end - when there are no any doubts about the official brotherhood of the cities on the political level. Usually the artists’ meetings arranged in such way are artificial and fruitless. The politicians are not wishing to understand the problem is really the big one. So, we started the new initiative to help them to understand the problem, or simply to solve the problem from the other side. That is what the Manifesto is about.
1. All the Mayors of the cities were artists are meeting and feel well should be visited by the artists and informed about the fact.
2. So far artists should be much humanistic about the Mayors’ time not to be wasted – contrary to the existing practice of the exchanging with cultural delegations due to the political reasons, were artist instead of making art are making politics. While dealing with mayors artists should take into account not to waste their time and to ensure preoccupation for every free minute of their time.
3. Artists initially took care about Mayors’ time and providing them with the pair of the skates to everyone as the present during the audience. There will be arranged the Global Mayors’ Skating Event (GMSE) when the majority of all the Mayors from the best places will be met.
4. According to the saying by Alex Maskey the Lord Mayor of the City of Belfast: “Politician an artist should move forward and show the way for people to follow”. That is exactly what the skates are for (note by Martin Zet).
5. In the case mayor of the nice place is not wishing to meet the artist and insists on meeting the vice-mayor, artist should refuse from meeting him because the real meeting should happen at the highest level. In some cases there could be accredited another person to substitute the artist while giving the present and petition to the vice-mayor and to oblige him to ensure smooth transmission of the message.
6. If artist has no a pair of skates to give to the Mayor he can give a big loaf of the dark Lithuanian bread instead what also has deep symbolic meaning. Then is necessary o talk with the mayor about necessity to obtain the skates for the official use. In the case mayor is not a good skater – necessary to organize basic trainings not to look funny at the global event.
7. Every mayor met should be registered at the Official Mayors’ Registration Center at ZCCA-Libušin. Please send the locations name, the name of the Mayor, official documentation of the fact of the meeting the mayor and short report with all the details of the meeting to the following address:

8. It doesn’t matter that other personalities will be elected to take the position of the Mayor – the Global Mayors’ Skating Event has symbolical meaning! We need positions to skate but not personalities. This is representation, but not the Olympic Games.
